1. partial payments DO NOT cancel evictions in baltimore city. That is a ridiculous notion based on the assumption that IF  a landlord accepts a partial payment then they have agreed to cancel the eviction in exchange. This notion is false. If one were ever to read the bottom of a "warrant of restitution" (eviction), specific instruction signed by a judge, delivered to the sheriff exist which says something to the effect of  "unless tenant pays judgement amount of x plus court costs of y to landlord, eviction takes place"....AKA anything less than x + y does not cancel an eviction. 

could a tenant say they reached an agreement? maybe,...when you say thats false and they need to pay the judgment plus court costs....you then can tell them to go to hell.

@Sebastian Taylor  not likely. water isnt yet at crack prices. plus you can always terminate said lease or overcompensate for "overages" in rent.

invoicing people who don't pay bills is a waste of time.

so everyone understands.....baltimore is either bad, or good.  this property= bad neighborhood. to say that this is less bad than than that is like saying death by hanging is worse than death by shooting. youre still dead. have no disillusions, outside of "good areas", baltimore is essentially one very large bad area.

Who says its bad? Cash flow, the goal, is derived from rent minus carry costs. Repairs+ purchase has to equal a refinance that returns your money, where the payment+monthly carry costs are less than the rent you get. The more cash flow, and the less money you laid out to get that cashflow that the refinance didn't give you back, the better.

I see these cats all the time, and frankly, i think they have got it made. They have a wealth of garbage and trash to eat from damn near everywhere. They have places to crash under porches/basements/vacants, etc. They have free roam to go anywhere, and they have plenty of other cats to hang around with.
