One of the best drain opening/maintenance techniques I've used in multiple old homes is by pouring 1/2 a gallon of white vinegar down the drain, letting it sit for a few hours and then run warm water through the pipes as a rinse.  That combined with a monthly enzyme treatment that I purchase at the local hardware store for about 8 bucks (about 60 applications) keeps the drains free and clear.   I had two different plumbers quote $600 bucks to "fix" the drain.  Using this technique I got the water running perfectly for only about $15 and some time.  If its a monthly application the drain will run better and better over time.  I also use the ZipIt and it works great but not for deeper older clogs that occur beyond the ZipIt range.  

The Tenant sounds like a pain in the butt.  Though if the drain didn't move well before she moved in she deserves a working drain.  

Why not offer her the two options? Tell her what it would cost to get a plumber in or offer a kit of white vinegar and enzymes and have her make the applications at her convenience.  Let her decide which way she wants to go.  Either way you'll solve the problem.  Good luck let us know how it turns out.

@Kevin Hill is right, but I would forego the entire paperwork chase and wasting the time.  Just have any one of the Oil Tank Location companies sweep the property.  Particularly if the property is older many times there was no paper work ever done when converting from coal to oil.  There was no code etc.  It's better now but there used to be so many fly-by-night tank removal companies and they never did any paperwork.  It may cost a few bucks, but over time it will save you thousands.  All you need is one decommissioned tank found by a buyer and you could be on the hook for a costly removal.  

One thing you can do is look closely in the basement.  Many times I've found that the tank removal guys never hide the 2 - 3/8's inch copper pipe leading in from the tank or they do a poor job covering it up.  Look closely on the wall you may see something.  I've even found them popping up through the floor.  I would still do the tank sweep in any event.

Hi I'm looking for a new attorney in the Montclair NJ area.  Does anyone here have any experience with Judith Wildman in Montclair?  I'm open to any recommendations for other attorneys in the area and familiar with NJ specific tenant landlord law and practice.

As a N NJ resident it almost seems like an invasion.  On the whole the buyers from NYC only want the best and aren't doing too much fixer upper type of work.  If you're looking to find a cheap house in nice area forget it.  In nicer areas an inexpensive house can have taxes easily in excess of $10k.   The last house I sold 5/4.5 had taxes over $20.  Be prepared to move quickly and you really need to hunt hard to find a bargain.
