YOUR PM is dragging his feet.. Late notice, pay or quit, 

If you gave them proper notice prior to lease end that rent would be increasing.

You need to download your state landlord tenant laws as it seem the PM doesn't understand them or is choosing not to enforce.

Anyone having tenancy in the unit, over age of 18 is screened, criminal background check per person is what your looking at,,if one of them don't meet criteria then you have to reject the application..

Credit wise you combine the 2 incomes to see if they meet the credit criteria,, one may have good credit / income,, one may not... but combined they still would need to meet the criteria set.

A person, even a child is a tenant,, they are listed on lease as minor child , date of birth.

If your criteria is 2 people and the couple has a child,, then they would not qualify for the unit they are OVER occupancy..

Normal utilities include, water & sewer, gas for heat / cooking, and electricity, trash could also be included,

Cable / internet is not a utlitiy

It's the landlords responsibility to meet the contractor and let him in for repair, it's not the tenants job to be home, wait, while works being done.

For seasoned contractors we regularly use,, we give them a pass key, inform tenant works scheduled to be done and the contractor gets it done.

I don't let tenants schedule,, I just inform when were coming,,

Text is not legal communication for proper notice regarding rentals.

It's a good way to remind people. might work out for late rent reminders for you.. but if it get's beyond that.. paper trail.. and emails.. don't count either..

He probably has applied for emergency assistance which hes entitled to apply for. Sounds like you bought this property with this tenant.. 

Basically any rent he had paid to prior owner should have been pro rated and given to you at closing. 

Otherwise Work with the guy, I'm not one for late fee's if someone is on board and trying to catch up.. like you said... It's both of your issues..

Not sure you had complete story,,, about how this all happened but if it's a property you bought and transfer of ownership and funds on rent / deposit weren't clear,, then your basically more to blame then the tenant..

You either contact the city inspector housing division to see if your zoned and can legally turn the house into this. You'd also need to notify your insurance company of this also I would guess.. If owner occupied you may have more chance of approval than if non owner occupied. 

Or you punt do the work, rent it out and find out your in violation of housing code. 

1st SET your criteria,

2nd Download your state landlord tenant laws / Fair Housing Laws also..

3. I would suggest you mention to all that want to see the house what your criteria is before meeting and showing it. Then if you have a open house type of showing you can feel more free saying I'm accepting applications today and once I know the results I'll be able to let you know, if you have multiple applications. 

I say to multiple applicants, I've got several others also pending, I do require if approved full deposit and lease signed within 36 hours. so if that doesn't get completed I take the next person qualified in line.

If the friend was that hot of a prospect for the rental, the SELLER would already have them in there.. 

Wait, don't muddy the waters.  Lot's of fish in the sea..
