download your state landlord tenant laws, You can file evictions for several causes, non-payment of rent, failure to maintain utilities, contact your county housing court and figure out what's needed to file yourself.. If you want to hire a attorney you can but this is basic..

Why don't you buy it.. only 2 K.. then you non-renew tenant file eviction if he's not out in 30 days and clean it and FLIP it yourself.

Your Fire Dept Sounds WACKO,, The least they could have done is write up a " for outdoor use only" warning, tagged the tank and wrote it up so you could have had a copy of that for your records.. I'd still ask the fire dept for a propane use guide and deliver that to tenant.

I'D non -renew him ASAP you can't afford to deal with Idiots. 

I actually had a tenant using CHARCOAL in his oven,, his oven broke down, didn't want to tell management..and was using this in his apartment. Found this out when we had a overflow tub in apt above to his unit,, went in on emergency look see, and maintenance tech just about flipped when he saw the kitchen. I took photos, wrote the guy up, and we gave him you move or were filing,, take your choice.. He had also disconnected fire alarms and the alarm in the building hallway just outside his apt door.

Hatfields, and the McCoys.. Ya gotta a problem and I would for sure have your attorney address the issue promptly. Not sure why your PM is FRIENDS with the owner ???.. conflict of interest it seems weird to me, I would not let that PM near this building  again,, the PM is not capable to handle this and may spill the beans about what your doing, or planning, and who knows what else.. 

security cameras good idea,, fence good idea.. couldn't hurt to do both. Document as much as you can, it may even come to interviewing past tenants..

@Jessie Niu $250.00 a month to caretake a building is .59 CENTS a day for each apartment, in his 14 unit building, to Keep the entire building's atmosphere neat and clean,,the light bulbs changed (safety first)  the laundry rooms, the entries, pick up loose mail.. 

I guess the other option is to have the PM hire someone and then pay them to maybe show up, maybe clean, and then pay the PM's commission on the call. 

The cheapest way to service this building is with a caretaker on concession.. type of compensation.. you don't want a employee, you don't want to pay the PM to hire a subcontractor and pay his monthly rate,, If your not sure call a maintenance company that does this and REALLY find out what they charge for building maintenance like this..  

The cleaning isn't going to get done by itself,, and a clean building KEEPS tenants,, a messy, smelly, dark burnt out lighted hallways sends them packing. 

So how many turns did you have past year.. Now how much is your average rent per apartment,, lets go with nice easy number 600  so total rent for a month is 8400  and 7 % of that is 588 almost a  month rents, for one unit.. times 12  months is basically like having a 13 unit building instead of 14,, With my numbers close to 8 grand a  year to maybe show 1 -2 apartments and take a almost never phone call for service and send you your rent checks.. you could shut one apt down a month and give your caretaker a big concession on rent, have him show vacants,, notify you of repairs and you'd be ahead,,With your PM your still paying someone to do the plumbing, the painting, and repairs.. so to mail out your checks to you what's that worth,, I'd get tenants on auto pay, money goes right to you.. 

I could see it more for a class C /D property that needs some supervision,  or a much larger building.. but this screems easy,, mom and pop,, to me.. but I guess I have a hard time parting with my money.. 

Also  the agreement for rent concession for building upkeep / caretaking was a separate from the lease,, they had to do the work and concession was applied to the next months rent. We had right then to terminate at any time the agreement and it didn't change terms of the lease,, as well as caretaker could quit and didn't change terms of lease.  

For this size building,, to get someone to vacuum, wipe entry glass, pick up and clean laundry rooms, and pick up trash on grounds on a weekly basis is pretty good for 250 a month.. about 17.50 per apartment a month cost for you. 

We had caretakers,, and 12 unit building was 3 floors was same amount.. They also had to shovel front and rear entries in the winter,, and put down salt ,,small areas. 

We took as a rent concession.. so we didn't have to show as income received and then pay back to tenant and have to report as a 1099.. They had keys only to supply area, no tenant keys. 

If this is the only building you have why do you have a PM you could do that part yourself, keep the caretaker you'd be $$ ahead. Honestly do you have a big turnover in that size building.. I doubt it. Learn you state landlord tenant laws and self manage.

She'll probably never be satisfied, some never are, and you can offer to do a lease termination. 

Terms of termination could be she's out in 5 days, she gets deposit back and you retain the balance of months rent. 

Really depends on what you want to charge for a termination fee, how soon she can agree to leave.

some charge 2 months rent.. 

Check you state landlord tenant laws for lease termination fees so you know what the standard is you can charge. 

She might just decide to stay once you've repaired the items..

Ask you parents if they paid their mortgage on time to keep a roof over their heads. No difference, these tenants are stealing from your parents, and if they want to ignore it then let them. 

It's their investment, the tenants are abusing them and will continue to live free unless they are forced to vacate. Offer to help find the legal way to have tenant removed.
