JUST say NO.

Not sure if this is a Single Family rental or a unit in a complex, but once you let one tenant have a dog / cat you have to basically let the others..

So NO and be prepared to have him next ask if he can move..

The Bed bugs were probably there. I'd just have them sign a vacate notice that they are leaving..it's probably better just to let them go. 

Inspect and treat both side of the Duplex, and going forward you could use a clause on pest control in your lease.

 Zillow, Craigslist, go online for more options. make sure your rent prices are competitive with market rents for your same area. Corporate rentals,, maybe,, list with realtor and offer to pay commission if leased out.. 

High end,, or lower end you still have to be within your marketed area rents or your not going to get far. Your ads need to reflect your market,, maybe you need staging..

Replace filter yourself , Gives you access to inside on a regular basis to inspect the property as a whole.. 

door knocker is good idea and I'd put that on instead of door bell.. or fix the current door bell.

From my experience the writ give you the right to possession,, if physically they are still living in apartment you will need to have sheriff serve,, which has usually meant for me they come out and go with me and open the door.. if the people are still in there they give them like 20 min to clear out.. and then I change locks.. 

If the people are gone,, and left some junk,, go in photo the junk, and change the locks,, store their junk per state law.. I bet they are gone, and you won't know if you need the sheriff, unless you check and figure that out by either opening the door or seeing them in the unit.

So far you've done it by the book,, so the sheriffs fee is not a huge cost,, I'd check the property and if anythings left.. go ahead with the sheriff.. but check it first,, maybe it's unlocked and empty,, take photos if you go in.. of letter on door and interior. If they are gone,, save the sheriffs fee..

I think you should give option of fridge and let them know delivery is 3 days.. photo of the item from a big box store is all you need.. 

But otherwise buy a good used fridge, and if they don't need to sell it on Craigslist..

but also check your listing comps with others for price and figure out why your not attracting the applicants you want.. do you need better photos, are you responding quickly to requests for showings, put multiple ads out 

I take it a realtor isn't helping you out.. with a PA purchase agreement,, you request more than just seeing the tenant's lease.. you should want the last 2 years of tax documents showing income and expense report on this rental property, rent roll, copy of lease,amount of security deposit, and of course to view property condition. your Due diligence period to inspect and verify what seller has represented is now up to you to verify and confirm and ask for corrections in within you inspection period.

Have him give the holding deposit to sign and pay the depoist,  and also HE pre-signs the lease documents.. if his credit stuff is approved all you have to do is counter sign the lease and mail him or scan and email him a copy of the completed lease. You only give him the completed holding fee documents to start with.. once approved then get him his copy of the lease... and notify him one way or the other.. his rent isn't due till the date of the lease, he can either give you a pre-signed check for send you one in the mail so you have it when it's been set up for.. keys as soon as he has all funds in.

I'd continue to bite the bullet and live with mom and dad,, option 4.. save ,,save,,save..

Depending on where you settle to automatically think you'll be permitted to do AirBNB in a apartment complex for a instance is rather naive,, most leases would not permit this and you'd be in violation of your lease.. 

Even some townhome associations and some HOA 's have rules that will not permit AirBNB type rentals.. it's getting more and more strict.
