Usually the title insurance company requires the lien to be paid or otherwise satisfied to insure the title. That makes this the seller's responsibility since I assume you would not want the property with an uninsured title. Usually the HOA has an attorney that can provide that information. The seller should be able to provide a POC for the HOA, who in turn should be able to tell you how to contact the attorney.
Ironically I'm in the middle of a sale now where the HOA foreclosed and the seller is arguing that the lien follows the former owner and not the property. As the buyer, I'm certainly not paying it. There are now 4 attorneys involved trying to figure it out.

Check the tax records for the address they gave for this landlord's property to see if the name matches. Then take the address you find for the owner of the property and do a reverse search to see if you can find a phone number associated with that address.
This may or may not work for you. I've learned more than once to always trust my gut.

@J. Martin I was assigned a really bad inspector the first few years. It didn't help that I was an out-of-state landlord managing my own property. He wrote up everything...even dust on the window sills. I was so tired of 'repairing' the deck to his standards EVERY SINGLE YEAR that I finally screamed to my contractor to just tear the thing down. It was a perfectly good deck.

A little less than a year for me, and I don't remember how I ended up here. Google, I'm sure. But I was determined to continue my real estate investing and not let my prior experiences deter me in any way. I found BP and immediately knew I'd struck gold. So much information (and folks willing to SHARE) that I was overwhelmed! It took me awhile to say hello and join the discussion, but boy am I glad that I did. Recently upgraded to Pro - my way of giving back to the community that has given so much to me in such a short amount of time.

My experience in NC has been mixed. Yes the rent is on time, but getting there can be a pain. There's an upfront inspection that the house has to pass, and annual inspections to continue on the program. I've had bad inspectors that cost me no less than $2K a year in repairs to pass inspection, and I've had good inspectors that cost me only about $200 a year. Getting a return call, email or any other form of communication from the case worker is completely out of the question. And of course the tenant you select makes a difference.

Check out your competition and see what homes in the area look like and are renting for. In my personal experience, kitchens and baths are most important to renters. I'd suggest updating those two areas, replacing the carpet if needed and paint.

Although my husband is my partner, real estate is my thing. He trusts my professional opinion when it comes to what properties to by, how to finance, rehab and tenants. He fully supports and does whatever needs to be done, but allows me to completely do the day-to-day management. We communicate often about what is going on in the business so he's always in the know. Communication is key for this type of arrangement.

If you require the tenant to use Tenant Turner and they pay $40 per applicant then your application is not free. Also, I've found that higher end tenants don't rent in lower end areas just because the house is the nicest one on the block. They find nice houses in nice areas. You may be outpricing your target market at $875.
