My wife and I own the tiny house we built and live in, but we pay a small rental fee to park the tiny house there.  It makes sense for us to stay on the land with the small rental fee at the moment.  Maybe eventually once we have some properties under our belt we could consider moving it on one of them as a sort of house hack, but that could cause some zoning issues, as our friends in the tiny house community have had issues doing that in other cities.  Worst case scenario, we continue living in the tiny house paying the small rental fee without issues, or we may decide to sell it and house hack in a multi-family property.

Tiny houses can be a bit complicated and sit in a weird grey area in between illegal and legal currently (depending on where you're putting it, but it seems like you've done your due diligence and research.

Glad to see another government worker as a newbie to this world. I, too, am in the process of gathering information and learning as I still don't know or understand much about RE investing, but I am excited to meet with people and excited to learn!
