And don't even think about vacation rentals up there - believe they have 60 licenses city wide and a long waiting list....There are many people on here who manage and invest in Duluth who can chime in. 

I actually own a property there (2100 block of Barclay St) and a good friend of mine owns a house there as well (300 block of E 22nd St).

I dabble in real estate and would never advise ANYONE to use him and would certainly tell people who asked about the situation we were put in.

Margins are thin on flips and a lot of listings are over priced.
