Some inspectors  miss inspections  of flat roofs screws sticking up ,flashing is missing or done  wrong  a big one .Trying to turn a C to a B seems dam near impossible with the type of folks you are dealing with .

My wife's parents own a lake house on beaver lake so we have spent a lot of time in the area.

@Jason Andler If your building has an attic the ice dams could be caused from lack of or poor insulation in there.
