This will be tough, I am leaving out LOTS of folks as I am bad with names:@Marcia Maynard, an incredibly intelligent and kind lady, knows so much more about ADA issues and companion and service animal issues.

Now, someone who's well-experienced in property management may contradict me, and they would be the experts, but from what I see, Idaho is a VERY low-wage state, one of the lowest in the country; the State Legislature refuses to EVER consider an increase in the minimum wage and we are still largely across Ada, Canyon and Owyhee Counties dominated by service industry and agriculture jobs.  

Ignore the dog, unauthorized new tenant is the real issue.Also as an FYI, ADA does not apply to residential housing. 

Potentially my second small Multi-Family in very hot market (Ada County Idaho, basically Boise and surrounding suburbs). 

Now if the stairs meet the code for access/egress then so be it, but I'd guess that ADA is the issue.
