I have never dealt with a tenant that is so oppositional and does not adhere to parts of the lease, not ask permission for alterations (such as removing my dining room fixture).

So while most Landlords seem to be pumped about shoveling this onto tenant's then complaining how it's done, I go the opposite direction; I INCLUDE it with each property, charge a touch more for rents and market the snot out of that feature as competitive advantage.

I was quoted 25k total to create 2 separate lines that run on opposite sides of the property (most of the bathroom and kitchen plumbing are on the sides of the units) and then for them to join at the front of the property and into the main sewer.
