If I had some 20-something kid with a pit bull who was straining at its leash and peeing all over the place while we stood there talking, and HE said HIS dog was a service animal, I'd be extremely dubious.

The elctric panel is not safe and needs to be replaced, a basement wall has a crack and needs to be beamed, probably cause by water from the missing  downspout extensions.

They often have rents below market so that their tenants will not complain about a broken furnace that does not get repaired or having to run an extension cord to the refrigerator because the circuit needs to be replaced but the panel is so old the circuit cannot be replaced.
