Having to replace a broken window is very cheap in a old house where you buy a piece of cut glass and install it, costs an arm and a leg to do a double pane as I usually have to replace the entire window. 

The HW tank is floating sideways & the electrical panel is shorting out.

It put extra strain on the walls as well. 7 cracks are being fixed next week and I'll put in a new type sump pump.

If you have dual-pane windows, then it's highly likely you (and the tenants) were never told the right way to clean themNEVER use a cleaner with ammonia !!

Replacing the old windows with New triple pane windows, converting the oil heat system to electric. adding some mini-splits with heat/Ac capability.

HOA and Condo association fees put added strain on cash flow.  

So, that’s probably why it’s all on one address and electric panel.
