Someone had posted on a related thread, that raising the rent is a less bitter pill to swallow when accompanied by a small token of appreciation to the tenant - a $50 gift card for example.

Each individual item is an easier pill to swallow, and harder to attack. 

I believe they call it "Prescriptive Easement".

By building a canopy, raising the rent on unit 2 may make the pill easier to swallow and get them to lease up through the Spring.
