It seems like the wealthier residents would have more of an incentive to move because of taxes (and other regulations) than the average citizen would.Admittedly this data is a little old but I suspect it still holds true.

It's going to happen around property 25+, with at least 20% of those being really good properties(B+/A-).I think the gap of underinvested real estate is gone, now you've got to really hold premium locations and get in front of locations that are growing, low tax, citizen friendly.
