So, for the idea of spending your own money, I have no record of that and no other person has sent me any invoices or discussed this with me.

Just because something is written in a way that sounds official, doesn't make it legal.And....to make a long story longer....just because the plumber says a tenant signature means the PM or owner has to pay whatever he writes on the invoice - doesn't make it legal or binding.
