@Chris BaxterGood point.. if the tenants stay it will never catch up to market rent unless you go through a cycle of all the tenants leaving but given how low the rents are since 2007 then they may never leave.. your occupancy rate will be high but your NOI will only inch every year.

@Consuela Adams if you are going to build a home on a lot that is in a high-risk flood zone I would recommend that if there is an area that is not in the high-risk flood zone on the plot I would suggest building in that portion of the lot and make sure that not even a corner touches or passes into the high-risk flood zone because it the structure does even by an inch the lender will be required to require the purchase of the flood policy for the entire structure.
