I recommend you consider using a licensed lead risk assessor in the future, the Toledo ordinance invented the license category of "Local Lead Inspector / Lead Clearance Technician" with 8 hours of training and a minimal test in an effort to create job opportunities...however they can only inspect at the city level and cannot provide any interpretive guidance on results or conditions of properties.

I agree that putting "scam" in the title (even with the question mark) was a bit hot-headed.My interpretation of James' position is that there is no opportunity for further diligence on validity of leases (specifically, if they have been paid historically).
