We do have this in our lease regarding illegal drugs: “No illegal drugs or controlled substances (unless specifically prescribed by a physician for a specific person residing or present on the Premises) are permitted on the Premises.

The other hole (though alluded to) is that high cost, high appreciation market homes are almost B class or higher by definition because the incomes required to support the rental base eliminates C and below tenants, ie Section 8, other housing voucher tenants, illegal immigrants, criminal background, drug issues, etc.

If drugs are an issue he can try to get the guy arrested off site especially if he knows  where he is selling stolen property or if he has drugs on him.

Your standard ghetto Cleveland duplex complete with all of the normal ghetto duplex type stuff....Drugs, crime, blight, evictions etc...What was different about this duplex was the out of state owner is/was a total lunatic.
