Perhaps I'm in the minority here but I've lived in PA for nearly 40 years (on and off) and outside of a few pockets which are growing, just not seeing the opportunities here vs. some of the Southern states like NC, SC, GA, and FL. 

If you insist on using 70% in Southern California, your offers will be so low that you’ll never buy a property.

I'm also located in California (Southern) and buying here seems like a joke.

I'm considering hiring them too for probate in leads in Southern Cal, so any feedback would be appreciated. 

They do public debt funds, apartment complexes (in Southern California and the Southeast), car washes and self storage.

In my experience working in Southern California and across the US for years the size of a project rarely dictates the required construction drawings for city approval.

A lot of the southern markets like FL, TX are softening - more supply than demand.
