They are veneer....which peels over time and also yellows. 

I own a nearly new home and I get yellow jackets on occasion.

The list is in the basement level of the courthouse on yellow slips of paper.

If she cannot find a new place by then, sheriff will give her a 24-hours from 9/30, then sheriff lock her out from the property, you hire a locksmith to change the lock, then sheriff will post a big yellow tape at the door that “no body can enter”, and she will just sleep in her car or sleep on the street until she/her social worker can find her a new place.  

I am currently researching most effective strategies when creating yellow letters to test my effectiveness so I'm not wasting money.

The agency I use only gives me a red/yellow/green rating for credit unless I pay a lot more and deal with their inspections.

Use a hand written yellow letter and hand address envelope.

And search the yellow letter threads.
