What's your click-through rate (16-18% is good)? 

I've seen a stronger cover photo and more emotionally-driven headline instantly boosts click-through rates. 

Then visitors click around, hesitate, and leave.

You might also start asking people in the area who are the top 10 real estate investors in your area. 

I would reach out to the city get the person that is the point of contact and go direct to find out who you should be dealing with for the realtor, or the division to make sure you can get all the info. 

I'd export lists, look up the numbers, and call on my phone.
