I can't do STRs for my out of state rental since HOA prohibits that - they have also banned any investors from buying in that neighborhood. 

I'm sure BP doesn't have liability in that scenario, but it's good community service, since they themselves banned the person.  

It seems to honestly qualify as something closer to a boarding house, which is almost universally banned.

Their sale is banned in Ca, but you can still rent them at some places.Keep their deposit as it is a costly remediation on a full unit.
