Considering replacing the 10  1920s windows and storm windows with new windows but I was wondering if anyone knew how much that would help my appraisal .

Mark, if you have the time and ability you can easily replace windows yourself.  It's not that hard.  I've done it countless times and showed many how to do it and save money.  The cost per window depends upon the quality of the window that you're using.  In most cases with older homes your best bet is to get them custom made to fit the space perfectly after you've measured properly.  There are a lot of videos you can watch on YouTube that can show you how to do and and get the job done.  A good vinyl energy star rated window should run you under $200.
