You might actually get better rates as a purchase rather than a refi. There might also be seasoning requirements on a refi

If 75% of your available equity is enough for your down payment (20%-25%) then a cash out refi is the simple answer

I hate hearing stories like this, but there are so many variables that can be at play that I won't totally slam the lender, but it seems as if you just need to take the loss and move on at this point

We would need more info to help you with this question, what is preventing you from qualifying for a conventional loan? there are plenty of variables that can be at play here.

Make some calls to a few lenders to find out their criteria and terms. This will help you create a smoother loan process knowing what is needed and what to expect and it will help you evaluate your numbers better if you have an idea of your loan terms

Agreeing with @Eric James You can always look at asset based loans rather than conventional, the rates will be higher but you can cash out now on a 30 year fixed

When asking for a 0 point or 0 fee loan you are pretty much asking if there are banks that have volunteers originating and underwriting loans.. As @Russell Brazil mentioned you can get a 0 point loan but rates will be a bit higher for sure
