It can definitely be done.However, majority of mobile home communities do not allow rentals. Only owner occupied properties.

According to the link you posted you are allowed to sell 4 mobile homes in 12 months. 

"Sell more than 4 mobile homes, manufactured homes, or trailers registered to you in any 12 months."

My advice is to start from it. Buy and sell 4 mobile homes. If you like the business, you can get the license.

If you are experienced mobile home investor, you should look for private money. I do not know if any banks will lend you money for used mobile homes. If you are newbie, my advice to start with you own funds. 

If you tell us little bit more about your business model or business plans, you will get more advises and directions from investors on BP.
