Why do you want to find distressed houses in the USA and not in Ontario?  There are diamonds in everyone's back yard. I would first master your local market before you start investing in an area that is thousands of miles away.  Just my two cents.

I did see a 4 plex one time in Youngstown that sold at tax sale for 8k.  

Begs the questions why would this stuff sell this cheap.. we usually understand the reasons in other inner city settins IE its war zone Ghetto.

What causes RE in that area to be valued  or in the reverse have little to no value ? 

right now in our areas of the west coast multi is selling for 100 to 135k per door.  run down maybe 75k.

there has to be some fundamental underlying factors that the market would price this property at that price... 

and those are usually 

1. crime

2. schools

3. quality of tenant base   IE they don't pay with any regularity

another words price points adjusted for risk

Curious on your take on this... 

Or could it be a simple supply demand issue IE more housing units than people to live in them 

 I think there is a lack of investors with the knowledge and financing to do all the deals in the Dayton area.

Not much to add other than paint the red room neutral tone. It is a beautiful house regardless.  Sometimes buyers can have mental block about stupid things like paint color.

Dayton, Ohio has several properties in "C" class neighborhoods that will fit the above listed criteria. I work with investors that purchase properties in the price range of $8K to $20K and then rehab for another $10K to $20K. Once completed you have a low CapEx property that will bring in anywhere from $600/month to $850/month in rental income depending on the number of bedrooms. The best way to find an eviction attorney is to look at the court docs for writ of restitution filings and see which lawyer is mostly used.  This is how I found my first eviction lawyer.

This is a rule to get you to start thinking about cost and cash flows but you should look at breaking the cost down individually so you can get an accurate break down for your area and the property. For example a newly remodeled property will have a low capEx cost where as an outdated property may require more CapEx. This could change your cash flow significantly.

Fannie Mae is similar to HUD but with less rules. They do have owner occupied periods where investors cannot bid on the property on unless they plan on living in it. Are you buying for investment or as your future home? Anyway you should proceed with looking at the property and making an offer if you see fit.

A single investor will probably have two different criteria.  One for buy and hold rentals and another for buy, rehab and retail Properties.  Make sure you understand what your buyers end game is.

Another way that has been working for me is Driving for Dollars(D4D).  This means you pick an area of town and drive around it looking for empty houses and writing down the info.  Then try and contact the owners to see if they want to sell.  You can purchase lists from listsource and flipthisrealestatelist for yellow letter campaigns.  You can use list source for free to see how to narrow your list down prior to purchasing.  Hope this helps.  Also remember dont be a motivated buyer.
