I'm new to the area but I'm looking for wholesale opportunities. I've been driving for dollars around National City and see a lot of places that appear to be distressed. With so many military/defense workers (i.e. people with guaranteed income and predictable rotations for vacancy planning), it could be a great neighborhood to tap into that section of the market. It's very close to NBSD and there are plenty of retail/restaurants/etc. nearby, which would make it highly desirable for military renters. Anybody already looking for/doing deals around there? I'd love to brainstorm some ideas!

@Tim Rostro if that’s what you’re looking for Skagit or Whatcom County is perfect. Incredible scenery and not crowded. I used to live in Burlington, right across the bridge from Julie.

Once you have the address you may be able to find the owner’s phone number the old fashioned way from the phone book, or there are numerous websites (ex. Whitepages.com) where you can reverse-lookup a phone number using the name and address from county records.
Direct mail is also an option, albeit a slower and more expensive one.
@Amber H. believe it or not, there are a few houses in my neighborhood that still have some of their storm shutters up to this day (some, not all); of the whole front of the house is still boarded up it may well be a distressed property or absentee owner.
