All comes down to budget and understanding of comps.
I analyzed a property with 14% CoC this week in Big Bear. At first glance it might not jump off your page. Priced at almost $2M with comps that show income potential between $25-32k per month.
Other markets are obviously cheaper but can still generate fantastic returns. I also sent out a Lake Front property for about $500k with a conservative 9% CoC return.

I helped a client close a property in Yucca Valley near Joshua Tree. That property earned almost $20k in December and is scheduled to make $19k in January.
Yes, it's a good market.

I think it's more important to focus on a location strategy rather than specific cities - especially if you've already identified some paralysis by analysis. This will help you buy-in to the "why" a city will work before you have to actually buy in a specific city.

LA is tough. Long Beach provides some regulation reprieve but I haven't personally arbitraged any deals there. I regularly analyze properties in LB for STR use and there is definitely potential.

Awning is a great, free tool for pulling comps (disclosure - I used to work there).
Pricelabs Market Dashboard is also great and inexpensive.
