@Jessica Hinman 3 Things...
1. Contact an attorney....I hear great things about @Jynell Berkshire
2. Contact the Indiana state licensing agency http://www.in.gov/pla/
3. If the property is owned by an LLC and you think the claim/damage is going to be more then $1500, then you will be required to use an attorney in small claims court.
In my professional opinion, your tenants are in breach of contract and you have the right to take action. You will have to provide notice to them. After you contact the licensing agency, you might be able to scare them out of the property.

Sounds like a good plan...I would request it in writing if they agree to terms. Is the $1300 SD tenant still in the property? Is the lease in the property management companies name? If the lease is in their name, then they are liable to return the security deposit back to the tenant. SO they may not go for it. Let me know what they say...you can also give me a call if you would like..

If purchasing with either, then I would contact the city to see when service will be available for that area. You could include the replacement cost in your numbers.
