There are a ton of STRs in Canyon Lake, so I'm guessing that ordinance was reversed or never put in action.

Buy right, then...
I'd say pick a project that isn't too intensive that you can finish fast, so that you can BRRRR before anything happens.
Also, I don't personally think a crash is right around the corner. but

Buy it for what's she's asking if it makes sense. The title company will take care of paying off all the liens before she gets a dime. If you want it, get it under contract ASAP, and work it out later.
