You can remove those wallpapers by heating it with a steamer, a hair dryer, or anything that warms up the glue. There are also wallpaper removal chemicals from Home Depot. Scratch the paper to make it easier. Not that hard.

San Mateo county, alameda county, Santa Clara county, those counties are the core of Bay Area market that I invest in. 

pier and beam is good, as long as they are accepted by local building department, particularly for sloped lots.

 The foundation is a pier and beam similar to diamond piers. We do have options for a monolithic concrete foundation as well. The whole foundation system is modular and installs in 1 day.

We do meet state and city requirements and have approvals in Sonoma, Marin, and a few other counties as well as working to get approval for a primary dwelling in Mill Valley and Fairfax.

The structure can be disassembled and moved easily because of how it's designed but it's far too big to be considered "mobile". 

This is absolutely approved as an adu in several counties. I'd be more than happy to take a phone call with you to discuss all of the engineering and building science behind the project. I'm very proud to be a part of this project and can explain every detail easily.

You need to have the plan approved first. Otherwise, it will be hard for builder to give you any estimate. 

The plan approval will take a long time.

@David Campbell nice job. This is not abnormal, but actually happening to many people buying in CA coastal areas, whether for primary residence or investment. Location is key to investment, not cash flow. Many novices can not really understand this at all. 
I only invest in SF Bay Area. Period.

Unless the setback, lot coverage, floor area ratios, parking requirements were also changed, these new laws are meaningless for majority of urban properties.

Very interesting. Here is my take:

1. For high end zip codes, this will have minimal effect (e.g. Palo Alto, Hillsborough). The valuation is higher with SFR than duplex.

2. For blue collar neighborhoods (e.g. Hayward, Union City, San Leandro, etc), those are perfect for adding more units to SFR. This bill will likely increase the valuation of SFR with larger lots.

3. Land value zoned for SFR will increase in those blue collar neighborhood.

I support this bill.

$1300 for one room? Do students share rooms? Where to post those room rentals? Craigslist?
