I have a couple friends with these split heat pumps, I wish I had them. They are efficient and don't take up floor space, They are Fitsibishi or some Japanese name that starts with an F.

Who is subsidizing the rent that suggests you change the locks??? A judge may agree with you personally, but if you change locks before the lease is up, you would be in trouble here anyway!!!

Did you give the non-renewal notice before 3-30-12? (30 days required here) Does it matter that he's in jail? If you know where he is, you should serve him with an eviction notice (by sheriff) if he's ignored the 30 day notice. It should be easy for the sheriff to find him!!!

The term "plaster" varies on where you are in the country. Here in New England, it could be old horsehair plaster over wood lathes (terrible) or high end plaster over blueboard. If it needs replacing in a rental, I see nothing wrong with sheetrock, its what I have in my own house! Being in FL, I assume its fairly recent and just needs patching if anything...

I am a master electrician, panels are illegal in bathrooms and "clothes closets". Without a pole for hangers and a shelf, it is not a "clothes closet" and is legal.

Edita, 200 amp wire should be enough to supply 5 60 amp panels, The power company and code figures the demand, not everything is used at once. And Aluminum is all you need, assuming your using an existing conduit, you may need copper for the smaller wire size, but if you can fit 300 amp CU you can fit 200 amp AL. Breaker boxes are illegal in closets, so that will really raise the price, moving the branch circuits.

I meant electric meters, you must have five 30 amp panels?

I'm surprised you got insurance a year ago with fuses. Are all units on 1 meter? are the new water heaters electric? I assume at that price, it was a single hot water source and you had to run a new HW pipe to each unit...

And why are you putting 5 water heaters in a 4-plex??

Seems like it would be a waste of money trying, it will be thrown out as soon as they have it turned on, And I imagine they want it on!!
