We've seen rental assistance here, several times over the past 6 months or so.

We have been raising rents 3-8% for the past 12 months or so. I wouldn't hesitate on an 8% increase if you feel your property is worth it but... you also must weigh in the cost of a turnover against the rent amount you aren't receiving. If you have good solid tenants they are more valuable than a rent increase sometimes.

Take advantage of the team you've already built in Phoenix. 

We have purchased many refurbished appliances, they typically come with a 6 month warranty and rarely do we have a problem.

Perhaps that's a state law question, in Arizona the PM contract does not follow the property. The contract is between the owner and the PM, if the property is sold the contract dies but, there may be cancelation fees that the seller may have to pay the PM but that contract has no relevancy to the Buyer.

I highly recommend doing a search on www.NARPM.org for the best trained and professional managers and I know for a fact that there are several on there in the Phoenix market because I am a member myself.
