Yes you can charge the tenants for water, how you calculate a fair share to each is negotiable and it must be done at the beginning of a new lease. You can't start charging existing tenants until you choose renew their lease. You can also get more detailed and have sub-meters put in but that can get expensive and I don't think it's worth it on a duplex.

First I would verify that the remaining tenant can qualify on their own. If so I would simply write an addendum to the lease and have all parties sign

Gilbert doesn't have any restrictions, I think Tempe is the only one around here. I think they were trying to stop frat houses because it's a college town.

The notice that you send on the 6th should have a stated date of next step, each state can vary on this. In my state that notice is a 5 day notice so after 5 days we send the file to our attorney to start the eviction process.

Arthur, I have 2 concerns here. First I see that you are in Tempe, if any of these rentals are in Tempe, they do not allow more than (I think) 2 unrelated people in a rental. Secondly, if the PM that you are considering is not a real estate professional, does that mean he's not licensed? A PM has to be licensed with the Dept of Real

I highly recommend that you do a search on NARPM.org NARPM stands for National Association of Residential Property Managers, they are held to a higher standard, better educated and in tune with their market. I know you'll find many choices in there for Scottsdale, ask about their services, are the full service and what do they do and how do they communicate this to you. How do they communicate and by what means do they communicate.

Judge Vacates CDC’s Eviction Ban, But Appeal Delays Action

A federal court ruled Wednesday that the CDC’s nationwide eviction moratorium is unlawful. However, the U.S. Department of Justice immediately appealed, and the court issued a temporary stay keeping the moratorium in place until a hearing in the next two weeks.
