Hey Ryan, looks like a great value add opportunity. Is the property currently on or off market? If off market I would consider trying to buy much deeper than you are thinking of offering just because of the current rents and condition of the property (maybe price it out at the current condition 1% rule so $248000). If it's on the market I would still offer much lower, but knowing there's going to be a lot more competition on the deal. 

Just because your goal cap rate is 8.75-10, I wouldn't just base my offer off of that, instead try to knock it out of the park. Also, just a personal opinion, but I wouldn't use cap rate to analyze anything that's not considered commercial. The four unit property is going to be valued off of comps whether you like it or not, not on it's NOI and cap rate. Maybe see what other 4 units have sold for in the area, then work your offer from there.

Listsource.com has pre-forclosure properties. Out of interest I just looked to see how many pre-forclosure's are in Chatham County. There's 57 and the list would cost you $9.43. I couldn't find the option for tax-liens but I'm pretty sure GA is a tax deed state also so it works a little differently as far as I understand (never done them so can't say how accurate that is).

I’d recommend listening to EVERY Bigger Pockets Real Estate podcast in order from number 1. That will help you learn all the different tactics there are and slowly decide what niche you may want to specialize in. There’s a wealth of knowledge in the Podcasts alone.

Once you begin learning, try and add value to the forums, you’d be surprised the types of connections you can make on here just by posting and adding a little extra value.

If you’re looking to move a little faster and apply modern day tactics (a decent amount has changed with technology and the markets from 2013 to now) maybe do an alternating old then new podcast rotation.

Great deal, Eric, congrats! Guessing you’ll have to bring cash to the table once you cash out refi to pay back your first lender? At least you’re still over the 1% Rule so guessing you’ll be good even with the additional debt service.

Since Georgia Southern recently bought Armstrong like Aisha mentioned I foresee that area picking up more traction in the future. Especially if you could focus on student housing, Georgia Southern is expanding as a university and becoming a viable alternative to other big state schools like UGA since those are becoming more and more competitive to get into. Just an opinion.
