Hey @Perry Arnold. A fellow BPer @Tim Kunz may be able to help you out. He's a GC in Sacramento and all around great guy. 

The issue isn't whether you can buy them but whether it is worth your time and money to do so. I think that is what the previous posters are saying. Since there currently isn't a good way to make money off this debt, maybe you can think of a business idea and corner the market!

Sacramento has received some bad news lately with large employers Verizon and Aerojet leaving the area. But good news is always great to share!!

Verizon has not given up on the region, instead it has chosen to reinvest in a major way. Verizon recently picked  Sacramento as the only city in California to deliver a new generation of wireless that is up to 100 times faster than current wireless technology. This is great news for technology companies looking to open satellite offices in the city.

Proposed legislation is a looooooong way away from law. I wouldn't fret about this bill until it gets out of the Senate. Realtors and Apartment Associations have very strong lobbies. I have worked with both during my time in the Legislature.
