What's the best way of finding/asking a Realtor(s) in the area to bring a cash buyer for a house I have under contract and need to sale ASAP? I'm willing to pay a 3% commission. However, I can not list this property on the MLS.
I'm open to all suggestions and help.

Hi Guys,
I purchased a HUD home myself to flip. The HUD is under contract and I need to find a Buyer ASAP. Can I send out an email campaign to Realtors in the city giving them the property address so that they know what property I'm talking about or is that not permitted? Should I just give the street name and not the full address and ask the Realtors to call me directly for more information and complete address?
From what I've heard through the grapevine, it's taboo to give any info out on HUD homes until after closing. I don't want the get the "HUD Slap" and piss off the listing agent. I've been scared straight with the advertising and marketing guidelines.
What do you recommend?
P.S. I'm offering a flat $3,000 commission to the Realtor who brings me a Full-Offer Cash Buyer.

@Brad Lashbrook I can find any rules or laws that says one can not advertise a HUD home while under contract.

Yesterday, I got a counter offer from HUD for $103,275.00 I beat the counter by $1.99 making my offer $103.276.99. Today, I was expecting to see that I won the bid and get an acceptance. However, instead I get another counter offer for the same amount as the day before of $103,275.00 Why did this happen? Am i suppose to add the Listing Agents commissions to my final bid which would be $3,098.31 making my offer a grand total of $106,373.31.
* I don't ask for Buyers commission since I am the Broker and bidding for myself.
Any suggestions?

Is it difficult to find an Investor cash buyer to purchase HUD home in "as-is" condition? How do buyers feel about not having the water and electrical turned on when checking out the property? Are most cash Investors ok with accepting the Property Condition Report instead of a full-blown inspection to make the purchase. Any examples you can share would be much appreciated.
