Call your water company and have them come out. It i would talk to a lawyer first to make sure you can speak effectively to the water company and then to the tenant and revise the lease to support yourself in situations like these.

Get it audited. Speak to a lawyer about the situation, and if you have a PM tell them you want quarterly inspections and updates.

Can i ask what state this is taking place in and will the moratorium hinder you from the immediate eviction, also can you explain the lease waiving the 5 day notice fee, is that a tactic you chose or a law?
