 14th/15th/16th and Walnut you're probably still okay.   Every block you go lower than that though you're values start dropping very very quickly. 

It's a weird pocket that's not really part of the main element of Midtown Brandywine, but it's not really part of the east side either. As a result it can have a bit of an identify crisis for realtors when they have a client who says they want to be in a particular neighborhood and at a particular price point...these properties may not pop up on someone's radar.

The upper east side that is north of Riverview Cemetery (34th St) is fine. And streets lower than that on the east side, that aren't in Midtown Brandywine, have historically been a challenge. If I were looking at properties on the east side I would, personally put greater emphasis to the east side addresses within 3 blocks the BPG revitalization of Market St, since this technically falls into the City's master revitalization plants. Upper East side is not part of redevelopment so it doesn't have any economic incentives or drivers going on there to help turn the neighborhood. 

But again...just my own personal $0.02

I would echo what @Troy Sheets said for Wilmington. The L&I office in Wilmington can be super hit or miss. 

One time they show up for an inspection the next day, another time you wait two weeks. 

One time you get flagged for something stupid an minor, but they completely miss a huge safety issue. 

Other times they're right on point.

As far as bureaucratic nightmare...there's an element of truth to that. There's a lot of what L&I does that interfaces with other departments and you'll get a lot of answers to questions like "That's not my job" So for you to actually figure out what you need to do will require your own sleuthing because odds of someone actually helping you are slim to none. 

Whether or not this is a different experience than what you'd get in any other city...I cannot say. 

I am however optimistic with the new Mayor in Wilmington. Obviously the extent to which that optimism holds depends on how long he stays in office and whether or not his successor continues any of his plans. Things haven't completely worked its way down the bureaucracy yet, but I see a lot of positive signs for change in the City right now...even taking into consideration some of the crazier proposals that have come up.

@Justin Eaton - Don't bail on @Dave Van Horn's Mid Atlantic Sumit and there will be ton of investors there who's brains you can pick on transitioning to MF syndication :-P ... then again I'm also bias to see our South Jersey crew well represented at the event!

There are are a few investors from Delaware on here, but not many who consistently post. A few show up from time to time spend a month or two on the forums and then disappear. If you are looking for information specific to the Delaware market than I would suggest you join the DelREIA facebook page. That's your best bet for questions about local laws and contractors, etc. 

BiggerPockets is great for more generic investing and business building advice.

@Cameron Foster - The two main ones I'm aware of are DelREIA and Greater Wilmington Housing Providers. @Rumen Mladenov maybe you know of something specific to Newark?

A few times a year we do a get together of BiggerPockets members for some drinks and to talk real estate. Nothing formal or scheduled...just sort of when we feel like its time to get together again.
