Find a hard money lender in your area. Expensive but not bad for what you need.

Also look closely at utilities. Trying to find water/sewer capacity for the amount of homes you are looking to place on the property will be a challenge. If the provider has capacity have them provide you with a letter of commitment with a sufficient time horizon to get your project completed. If you are required to go with on-site septic the plan will be difficult if not impossible to make work.

I have seen many high-end parks in Florida (senior parks) that are excellent.

A product I have been using with great success is vinyl plank flooring. Similar to sheet vinyl but in plank form like laminate flooring. It goes down super easy, is remarkably inexpensive, looks great and holds up over time. It too can be replaced by the strip if damaged. For me, this is the best product on the market right now.

By increasing total occupancy 4 more homes (to a total of 12/17 or only 70% occupancy)

This accounts for the lots being full not the overall occupancy of the MHP. It sounds like you projections are based on 100% occupancy of the units available now and in the future. It would be wise to learn an accurate vacancy rate and include it in your calculations.

This needs to be two transactions. Sell them the camper for (X) dollars, then purchase the property for that same amount. In Texas the state will need a completed form 130-U for the title of the camper to transfer. On that document whatever you record as the price paid the new owner will have to pay 6.25% sales tax on so it's in their best interest for the amount on the 130-U to be negligible. This is completely separate from whatever agreement you come up with for the deal and no receipt or bill of sale is required - just the 130-U.

I like to spend time adventure touring on the bikes with my sons. We head out deep into the Texas hill country and look for as many unpaved routes as we can find. We always meet the nicest people and find the most interesting places - mines, wineries, ranches, and more.

Texture it the least expensive way to have the drywall in your properties look nice. A simple orange peel or knockdown is cheap, fast and looks good. Smooth walls are time consuming and expensive. Drywall finishing was my main job through high school.

I'm looking for a portfolio lender in central Florida (Orange, Seminole, Lake and Volusia Counties) who can fund sub-$100K distressed purchases for short terms. Will want to refinance acquisitions for buy and hold investments.

I may currently live in Texas, but I'm from Apopka (where all of my family still resides) and went to school in Deland where I graduated from Stetson University. I hold a broker's license in both locations.
