@Levi Dullum I agree with @Jonathan Greene. You'd find similar comps as close by as possible and determine ARV that way. This property is still considered residential, so its value is based on what similar properties in the area are selling for, not the net operating income.

@Nathan Faselt I agree with @David Avery. They should be doing the work themselves.

@Brandon Riahi As @Taylor L. said, passive investors do have risk in an apartment syndication. However, they can only lose what they put in. Therefore, you shouldn't invest any more than you're willing to lose. 

However, it should be noted that the loan guarantor (usually on the general partnership team) has the most risk, because they are signing off on the loan from the lender. 

No, an LLC is not required.

I would consult a CPA regarding taxes.

@Xavier Brinkman If you work with a contractor, they typically find cheap supplies from discounted warehouses.

@Jay Drysdale I ask other investors who they use. Word of mouth referrals will lead you to the most qualified candidates, typically. 

You can attend a local meetup in your area and ask around to see who they use.

@Giovanni Flores I'd ask another lender in that area if you want reassurance, but you should be able to cash out refi.
