It depends on how "difficult" the tenant is being.
If they decide to try and find a way to make the process painful, then this timeline isn't too far off. It's hard to say without having other details though.

That is correct for Fannie Mae, Freddie Mac, etc., owned properties.
However, for HUD owned properties the agent's brokerage has to be registered with HUD specifically to make offers.
I'd bet that about 25% of the companies in Jacksonville are registered.
