No two entities in the city communicate well. This also is my bias opinion from experience, but the workers would rather chit chat and goof around than service the people of Philadelphia.

Pennington has the most cash transactions in the city by a long shot, Fact.
People including myself like it for the cheap entry, cash flow, and projected appreciation.
*** Parts of Kensington are Zombie Land, literally 3rd world country with the drug problems***
But hey, if you stay away from those parts it is just a C neigborhood.

In my limited experience dealing with contractors and the city. You need to take everything with a grain of salt. Unless you have personally verified, as fact not work of mouth, that L&I will not issue permits on those context than I would snoop myself.
People are lazy and don't like to work. I know that sounds very ignorant, but it is human nature. So get your butt down to JFK Plaza and find out as the property owner.

@Marc Possoff here is the zoning code published by the city

For a garage/ parking pad you will need a curb cut which will require a variance unless its on a backstreet which does not allow parking.
It might be easier for you to consult with a zoning attorney, the consultation is free. My personal zoning attorney is Rachel Pritzker. I do not get anything if you use her accept knowing you have the best attorney for zoning.
