My GC/Contractor out of state is always my project manager. What I will do is hire someone to check on the project for me. However, if I'm using a HML like LimaOne and many others they are going to send an inspector out anyway before releasing funds, so that helps. In addition, I'll try to hire a home inspector at reduced rates to do an inspection at the beginning so he knows the starting point, then pay weekly or biweekly, an inspection fee, often 150-200...(when I use my eventual selling agent which I'll use if I'm comfortable with their knowledge, it can be free or 100-150 per visit. Visits require pictures, when I'm available, I do facetime (or use skype or marco polo apps)...This works pretty good.

You should have a provision in your contract to terminated it.

yes, others as well but thats starters. Lighting, doors, windows, exterior painting/siding, roofing, mechanicals, landscaping, demo, permits

Unless they are very small and cannot afford to buy materials even but do good work, then I will buy the materials

 you typically can check a state website and if it is not available ask him to provide a copy of his license. He wants to buy materials I ask for the amount and tell him you can pay Home Depot directly or whoever at least get a list of materials and I would pre-pay for the permit but that is all. You could actually pay the city directly For the permit as well. I never do a contractor more than permit money and dumpster money if needed to start with

Bottom line is if any linoleum needed demo it would be removed and if it doesn't need it no reason to take it out

I rehab a lot of houses, have 9 going right now, and have done several hundred, several thousand with clients included...if this were me, I'd have no problem. Installs like this are done over existing flooring all the time. As far as the demo the prior gentleman is probably correct, you had some demo needed of flooring so they listed all that might need it. Maybe some of the linoleum might need taken up in some areas so list it all. I wouldn't change anything as long as things look good. They haven't cut any corners at this point based on your post.
