It depends on the plans I have for the new property. However, your current tenant can work an agreement where the original tenants have the rights to finish the lease they signed

Can you get a copy of the lease he signed with the previous ownership? It's tricky because if you did not make him sign a new lease, he's only bound by his previous agreement. If you made him sign a new lease, did you stipulate the cost for breaking the agreement?

I've seen plenty of permits being pulled by homeowners. I've even seen some plans drawn on napkins and being accepted by the city. Definitely something you can do yourself.

I would recommend visiting the permitting office for your city and finding examples of structural permits that have been approved to get a sense of their standard. Best of luck!
