I only ask because if you are looking for a rental in this area with an ROI of 15%, the "market" properties may not always be your best bet.

Since your more than likely going to purchase cash you may want to look at off market properties. They may need some extra work to bring them up to par but the chances of your ROI being higher are still greater.

I would still look at all types of properties however because there are plenty on the market and you can leverage your buying power with the cash. I know your a foreign investor but I would still speak to a few banks about financing the property after you bought it. Have you contacted any realtors?

If you are looking for deal before they hit the MLS look for wholesalers on BP, bandit signs or check for wholesalers who advertise on Craigslist. They usually post ads like "I buy houses".

I don't know how comfortable you are with them but foreclosures are an option.
