It will be difficult to find 4-6 unit buildings in B neighborhoods that also meet the 1.5% rule here in Jacksonville. A lot of the multifamily of that size is typically in areas that could not qualify as a "B" neighborhood or the acquisition will be too high to meet the 1.5% rule. That being said if you're a bit flexible I think you can still find deals here that would make sense. 

I would reach out to @Hadar Orkibi for advice on this. He is looking for multifamily properties here in Jacksonville and he has already come here for a visit to build his team. He has experience with multifamily and I'm sure he would be a great resource to bounce ideas off of.

for electrical work I highly recommend Matt Sieg with Prime Wiring Solutions. I've used him on a few different projects I've managed and he was extremely professional. He does invoicing through QuickBooks and everything is done legit.
