Hello, why don't you ask the contractors about other good contractors. We usually know a lot about different contractors working in the same area.

I like what @Shannon Sadik said. If the house is in a cheaper area you could also update the vinyl floor by overlaying it with a more current vinyl floor. Really you need to know the area to determine what to update/ rehab. Good luck.

I'd like to say that to wait for things to be in your favor, is a way of saying that you will never do anything. 

Do your parents own the house they and you fixed up? If so, offer them a cash price, so they will be done with it. Refinance and then buy another.

There is a lot that you get when a designer is doing all the work. Plus you know that the plans will go through and that you will have most likely have no problems with the county, etc. You can certainly do it cheaper if you do all you can by yourself; if you don't count the time you put in. Remember that if you try that route you will have headaches by fighting the county. I also believe that if you do it yourself that it will actually cost you more in the long run, unless you have experience. Though you should shop around because there are always bad and good designers, and expensive and cheap ones (though that doesn't mean the cheaper ones are the bad ones or visa versa).
