Those would be great questions to ask your lender and RE broker. If they have the experience and expertise in you area, they will have recommendations.
If they are not able to guide you, find another professional that can represent your best interest and position your offer to compete and win the duplex.

As you have pointed out, it all starts with the end goal under which it could be sold or hold on to.
Aside from goals, its a long term ROI (5-10yr) math exercise.

Start hanging out with the local investor community and start talking with RE brokers and lenders who have experience and expertise in RE investing.
I'd also take a serious look at housinghacking, preferably a multi 2- 4 unit.

Depends on your risk tolerance and lender requirements.
$750 is pretty cheap for the year. Personally, I'd get it on my properties.

@Chris Seveney has great advice. Move fast and cut your losses if you have to. The longer you wait, the more expense it gets.

The same as regular rentals:
- Pre-move walkthrough & written signed documentation. Any space the tenant will use or be responsible for.
- Pictures of all surfaces, drawers, ect. Videos if need be. I even use a black light for pet owners.
- Documentation of any equipment and furniture. Serial numbers, make, model ect.
There are plenty of good templates of checklist online. They all are pretty much the same and I add anything specific to my units.
